Capacity is a grid — sites × blocks — not a single number.

Element 6.2: students must be able to complete required clinical experiences at their sites.

Flag the risks

A risk flagged in planning is a fix. A risk found in week 10 is a finding.

Refresh after every match run

A capacity ledger updated once a year is a historical document, not a planning tool.
